In 1940 it was the same temas but with Tuscola winning the district (district 20).
OBK...I think you are getting confused with the 1939 season...it was that year that Elmdale looked into playing in a non-uil district with teams from that area but never formed a team, and 2 preseaon articles were written about them playing, one even listing them in a schedule...but they never played a game....in fact I am 100% sure you are confused and are thinking about 1939...here are some articles:
