Why won't the uil split the teams up evenly?
Some districts have 4 teams in them. So a team could go to the playoffs with only 2 wins.
A 5 team district with 3 wins.
Region 2 District 8, Region 3 District 9, 6 teams in these districts 4 wins to make the playoffs.

The UIL creates districts based on geography. Schools may petition adjacent districts to change districts. However, that normally creates odd numbers in both districts making scheduling late in the year a challenge with open dates.
