District Champions

This is how I understand it, but I guess we will wait and see what happens with this meeting they are going to have.
Purely hypothetical, suppose Perrin-Witt beat Knox City by 13 points then the point the point differentials are Newcastle 22 +24-2,
Knox City -11(+2-13) and Perrin-Witt -11( -24+13) which would result in a second-place tie between Knox City and Perrin-Witt. Would Perrin-Witt be runner-up because of the head-to-head win?

District 8, Div I is decided. Water Valley has 1 game left, but even if they lose (unlikely), they will be 3-1 in district. Robert Lee is 3-1 with their regular season completed. Everybody else has at least 2 losses. That leaves Water Valley as district champ and Robert Lee as the runner-up.

Pretty sure Marble Falls Faith has locked district championship in our district.
I wasn't sure if that was the case, or if they still had to play another game this week that I just didn't have in my schedule. Do TAPPS schools not all play against each other in district? According to the info I've been given, they still haven't played SA Lutheran.

They do. But even if they lost, they have the head to head over Bracken Christian and San Marcos Academy

The issue is how the tie-breaker rule are written for the Newcastle-Knox City-Perrin district.

Basically the rules list both sernerois in their rules. It states if there is a 3-way tie, all 3 teams will be district tri-champs. The 1st place and runner-up to be determined by point differential (Newcastle 1st and Knox City 2nd). But the same paragraph, the rules state if team A beats team B, team B beats team C and C beats team A the the points differential determined 1st place and the 2nd is determined head-to-head (Newcastle 1st and Perrin 2nd). Each scenario gives a different runner-up, hence the confusion from everyone.

From what I understand, the district chair has asked UIL for clarification and or guidance. So, who know how that will go. My guess is UIL tells them, its your mess due to how you wrote the rules so you figure it out and the Superintendents will get together and decide how they are going to proceed.

Or they could just go old school and flip a coin, odd man out.

This is all assuming Perrin and Newcastle wins this week, Knox City has a bye.
