I found this (part of a reply) on a Leon Hale blog in the Houston Chronicle regarding "tootsie rolls"
"Another I remember quite well was a small tube of red-skin peanuts. There was a chance that you would get a coin inside along with the peanuts. My Mom would not allow us to buy those because she said it was too much like gambling. When we were with Dad, he would allow us to buy a tube once in a while since we did get some peanuts, although it was a small serving. I remember that I got a fifty-cent piece in a tube once. If my Mother would have known about that big pay-out, she would have been very concerned that I had “started down the long evil road of gambling”."
