Am I correct in saying that all charter schools, including Lubbock Harmony and Irving Universal Academy have to play up to the smallest district in their attendance zone? So they won't be included in the count?

That is the way I understand the new rule.

I have 81 with the addition of Lingleville also the average is 61.80246914 with Spur at 82 and 61.72839506 with Spur at 76. The median or middle number is 59 both ways. With 59 there are 41 schools over or equal 40 schools under that number.
