I'm not disputing the facts as given. Someone else said the original LOS was the 7 and the ball was placed at the 9 after the inadvertent whistle. I wasn't there so whatever you say.

On a side note, I feel like the players knowing the rules is important. When I've coached in youth sports, i always give my kids a copy of the rules and test them frequently. Had there been a scramble for a live ball, the ref may have realized that this was a live ball and not blown that whistle. Could have made a difference, maybe not. But by the info presented, it's definitely not all on the ref. Missed opportunity for both teams.

I am reasonably certain that 99% of all officials have had an inadvertent whistle. The other 1% are rookies and their time will come when they have one. If you are a rookie reading this, your time is coming. When it does you won't be able to find a rock big enough to hide under. Usually when they happen it feels as if some unknown force made you do it because you know right away that you shouldn't have blew it.
 
Even on simple PAT I do not like the fact we have or ever were taught to blow the whistle as it was kicked for this very reason. We get to a FG situation and someone made what amounts to a muscle memory mistake and it came into play at the end of a game.
The officials were correct to own the mistake and rectify according to rule. Does it stink? Yes, but it was done right.
Also FG are rare in six man. I know for a fact that in most pre games for a six man game this very issue is not covered enough and it should be. That issue being if we have a FG and it is blocked that it REMAINS in play. Guys do not think to cover it much or think to.

As a training coordinator I will be going back to my chapter and emphasizing this issue for guys to be aware.

No. The holder is excempt from being down as long as there is a player in position to kick or simulate kicking the ball. The holder can even rise up and drop back down or pass the ball or whatever, just as long a there is a player in position to kick or simulate kicking the ball.

Yes. I'm not going to say it will never happen, but by rule the holder can stand up run to his left and run to his right and then drop to his knee, as long a there is a player in position to kick it, he is exempt from being down.

In the blocked kick scenario, if the kicker is still there then the holder is not down.
 
the way i read it, and i'm not quoting exactly. is that the holder remains a holder until a reasonable time has passed after the kicker has kicked to allow the kicker to gain his balance.
 
Here is a solution for any future inadvertent whistle situation: Apply the same liberty the official's use when they inadvertently throw a flag...raise the whistle over their head and wave it off. (:
 
Humor with a touch of sarcasm or maybe that is sarcasm with a touch of humor but I got a good laugh out of it. Had an instant picture of an official almost choking on the cord while trying to wave the whistle above his head. lol.
