Roster sizes, NOT enrollments, and geographical considerations would make a huge difference in competitive balances for ANY state association formula for alignments.

This is dumb. What about when a huge 6A school with 2000 students decides they want to win state every year forever so they only let their best 30 kids play on their roster and go beat the crap out of every 2A school out there or when a school with over 200 kids decides they'll just play their best 10 athletes in six-man football?
