Sitting out a year question

Strictly a hypothetical thought exercise, just asking for my general knowledge. Can/does UIL enforce sitting out a year, if the player transfers from a private school to a UIL-governed school, does UIL have authority to sit them?

Or if they come from out of state (let's say they switched to a school really close to the state line, from a town/school just across the river)?
 
To my knowledge, the year of varsity eligibility is only withheld if they didn't move their permanent residence into the district, or if their previous school marked "YES" in one of the 5 boxes on the PAPF and/or they weren't approved by DEC. So yes it happens.
 
If they do not live in the district they would have to sit a year. If the private school is in the district then 15 days to my understanding.
