what are the rules in which a penalty is committed after a player has scored is that assessed on the PAT or on the kick off.

what is the amount of personal fouls a player can receive before being ejected from the game?
 
There is no limit to personal fouls, there is a limit to unsportsmanlike conduct and that limit would be 2. The difference between those two is contact. A UNS is a taunting, cussing, shooting the bird, spiking the ball, etc anything without contact.

If there is contact it is a personal foul and there are many classifications, from a chop block, a facemask, late hit out of bounds, piling on, etc.

However, a personal foul that is deemed to be flagrant includes an immediate ejection as well as any "fighting" acts. Kicking/punching etc. a simple push or shove after the play does not qualify as fighting.
 
On part 1 of your question it really depends on the foul and when it occurs, but typically you would be referring to a personal foul or an unsportsmanlike conduct. Those can be assessed on either the try or the ensuing kick off at the option of the scoring team.

However, say there was a foul by the nonscoring team that was called, unless the act warranted a personal foul, that penalty would be declined by rule.
