Is there pass interference behind the line of scrimmage? if the offense throws a screen pass but the defender hits the reciever thats behind the line of scrimmage before he gets the ball its legal right?

You are correct. No pass interference behind the line of scrimmage. You could have holding or blocking below the waist by the defense, but no DPI.

Interesting that you say there is no pass interference behind the line of scrimmage. Maybe you should inform the officials who called the Midwestern State University vs Tarleton State game. That very call was made. DPI behind the LOS. It could not have been defensive holding because it was a spot foul and automatic first down. No yardage was added.
