Discipline in high school football

So, with all that has happened concerning the 2 high school players from a San Antonio school, taking what looks to be a cheap shot on a defenseless referee, my question for discussion is. What should the punishment handed down be, and what would you do if you were in the position to make that call?

Removal from all athletic events for the rest of their high school career!! No football, basketball, track, baseball, NOTHING!
