Sounds like the Allen folks bought what's known as Chicago cement. That's cement sold by a insider/crony/shady character/Democrat (but I repeat myself) that only lasts two years and then has to be redone so more money can be funneled to the mob/politicians/cronies/union goons/etc (again, I repeat myself).
