October 29th because that is the date of the UIL for the end of the sentence. If it is determined that you move for athletic purposes (right or wrong), you are given a 1 year sentence (I believe from the date of the infraction). It doesn’t matter where you move to after that, as long as the move was NOT another infraction, then the date still stands. If another infraction was made, then it would be a year from the newest infraction.
So, your option A won’t work because even though he is eligible to play for RS because legal move, he still has to meet the one year sentence. B don’t work, because once he meets his sentence of one year, then he is in fact eligible at RS. So we move to option C, once he is eligible for RS AND he has met his one year sentence he can play. That happens on October 29th.
