IMHO, I don’t think the number alone matters. It’s the districts with the highest number of competitive teams.

Do you mean win district? In order to just be the second place team and make the playoffs, the teams could have one less win.

1. This is, quite frankly, old news.
2. Your minimum win numbers are not even accurate. You have a four team district with a three way tie for second place, you could have a playoff team with one win. A tie for first and you could have a two win district champion.
3. The good news is that every realignment the number of districts with more than four teams increases.
4. The last thing I want to see is byes in the first round of the playoffs. So keep sixteen districts in each division no matter how small.
