1. Most refs, unless they are rolling in the dough, retired, or unemployed, have day jobs they must tend to before they can take off and officiate a game. The further out in your particular chapter's coverage area you are, the harder it will be for officials to make games, so a lot of them are logistically unavailable to even try and help ease the shortage.
2. An unintended consequence of moving some varsity contests to Thursdays is that it shrinks the already small pool of refs available for sub-varsity games. Particularly so in the case of 6-man, who plays most all of their SV games on Thursday.
