Can a coach decide his players need oxygen when playing and have oxygen readily available for the team on the sideline?

He can give them oxygen, popicles, cake and ice cream, gatorade, whatever he wants on the sidelines. There's no rule that says they can't get oxygen or similar on the sideline.

Actually, the rule does say if players are provided ice cream, they also must provide it to the officials as well.

Ice cream? I remember salt tablets at water break in practice, a little bit before wind sprints. Long before Gatorade.
