Blocking below the waist....
It wasn't allowed when I played at CTK and we always played a team from Portales, NM.
To this day, I believe NM still does not allow blocking below the waist AT ANY TIME.

If that is correct, it is a great rule...I am so tired of watching my guys get rolled up on...I firmly believe it is a player safety issue and needs to be addressed...

Yes you still can't block below the wais, and last time we went to NM to play, 1st down in sixman was only 10 yards, as well as onside kicks only had to go 10 yards.

While I'm not sure of specific six-man exceptions from NM's state association, remember that the basic football rules in Texas HS football are based on the NCAA Rule Book. Almost every other state (I think part of Mass. uses NCAA) uses the NFHS Rule Book. Blocking below the waist rules are among the major differences.
