all you have to be is a full-time employee
of that district.
As for AD duties,
those vary from school to school.
Most AD's
actually
direct their athletic dept.,
(which takes much more than just street smarts),
for some it's just a title.

Very informative. I chose to post my question here. If they have AD's, why not other department heads for core subjects to ensure the continuity of each teaching field?
