It talks about how Marfa wasn't in compliance with the state for their tax assessment (although this is barely touched on), so they had to look for a way to increase housing values in the tax rolls and settled on adobe and the ironies of this.
The hidden part of this whole thing is how some smaller towns/ISDs could be gaming the state for a few years to be on the receiving side of Robin Hood before they get caught and get back into compliance...
