Illegal Procedure Penalty

I listened to the broadcast of Robert Lee vs Irion County last night. One of the plays, Robert Lee completed a pass to the Center and scored a touchdown. The play was called back and Robert Lee penalized for an illegal catch. The broadcasters tried to get an explanation, but none was given. When did that become an illegal catch?
 
The foul would be for "illegal touching" and not really an "illegal receiver". I didn't see it but just going by the comments here. If he went out of bounds the covering official should have had his hat down (not often done in High School football). If he went out on his own or was blocked out but did not immediately return inbounds, he is ineligible to be the 1st to touch the pass (catch the pass) resulting in the foul marker and the penalty.) Had he been forced out and immediately returned inbounds, there would not have been a foul for the illegal touching.
