So if the roads don't clear up till Tuesday or Wednesday like the news predicts, then when will the makeup be scheduled as well as the following rounds game for the winner?

I believe that UIL rules state there must be five days between football games. So, if they play Tuesday, that pushes the next game back to Sunday (and probably would need some special dispensation from UIL to play on Sunday).
A Monday game allows the next round to go forward on Saturday.
Folks, driving on ice (especially in a school bus) is not a thrill ride I really want kids to take. Lots of bad things can happen.
From the UIL Football Manual:
Section 1250(a)(5)(e)(4) Minimum Time Between Playoff Games. No team or student in any conference shall be permitted to take part in more than one playoff game within six calendar days, unless mutually agreeable to play within five calendar days.
The "mutually agreeable" gives the schools an out to play next Saturday no matter when they get their game in midweek. The coaches may choose to put it off till the following Monday. It would give both teams more preparation time.
