Enforcement of offsides on kickoff

The receiving team was offsides. The kicking team did not get a choice of rekicking but the 5 yards was enforced from where receiving team returned ball. Is this correct call?
 
Actually, it sounds like the crew got it completely backwards. The only enforcement spot for offside on the recieving team is the previous spot.
 
I asked the head ref about the enforcement and he told me that it was a new rule enacted to prevent injuries. " On kick offs because there are so many injuries they don't rekick it." Then I saw a college game and they rekicked. What's the rule?
 
6-1-2-c-7 - All Team B players must be behind their restraining line [S18].
PENALTY [c6-c7]—Live-ball foul. Five yards from the previous spot [S18 or S19].
 
I am not a ref and do not know about any new rules, but I, as coach, am kicking the ball out of bounds every single time if the receiving team does not get the option to re-kick after the kicking team kicks the ball out of bounds. Returns are such a big deal in sixman, even on onside kicks, and being able to kick the ball out of bounds would effectively eliminate that.
 
If the kicking team kicks the ball OOB or if the kicking team is offside, then one of the receiving team's options for both fouls is to have the kicking team rekick after penalty.

The previous spot enforcement discussed previously is only for when the RECEIVING team is offside. Which is a rather seldom seen foul.
 
So fence wire, the kicking team does not have option to rekick? If receiving team was offsides? I thought by reading your rule the previous spot would have been a new kickoff 5 yards upfield. Am I reading it wrong?
 
If the receiving team is offsides on the kickoff.

There are two options for the kickers.

1) decline the penalty and take the result of the play.
2) enforce the penalty from the previous spot and rekick.


TeabowTime15 started talking about free kicks out of bounds... and options of the receiving team, that might have led to some confusion.


If the KICKING team is offsides on the kickoff.

There are basically 2 options for the RECEIVING team.

1) enforce the penalty from the previous spot and rekick.
2) enforce the penalty from the spot where the subsequent dead ball belongs to team b (tack on)
3) decline the penalty and take the result of the play (likely only if there is a return for a TD)


If the Kicking team kicks the ball OOB that is untouched by team B there are basically 3 options.

1) enforce the penalty from the previous spot and rekick
2) enforce the penalty from the spot where the ball went out of bounds.
3) the receiving team may put the ball in play 20 yards (30 for 11 man) beyond the kicking teams restraining line, on the hash mark on the side where the ball went OOB.
4) decline the penalty and take the result of the play (can't think of a reason this would happen, but any penalty can be declined).

each of the above fouls carries a 5 yard penalty.
 
So the game is on the line. The kicking team needs an onside recovery to have a chance to win. The receiving team is offsides and recovers the ball. You are going to tell me that the kicking team will not have an opportunity rekick? Sounds like a poor rule design.
