You don’t move divisions on number of players it’s in average number of students in school ( it can be figured several ways to aid borderline schools). Some schools have every boy in school out or 90%+ due to having a successful program. Numbers mean nothing unless talent and coaching mix. But with numbers ones with a little talent can become talented!
