Varsities Playing JV Teams

Is this becoming a common trend? I saw one school playing their rival's JV team week 1. Hopefully, both A. not many teams are doing this B. the teams that are doing it are doing it for scheduling reasons. For instance, the trans-Pecos teams might play a JV because it is hard to get 10 games in.
