Coaches certification requirements are they checked by anyone?

Unless it's changed in recent years, Texas HS football uses NCAA rules with adjustments (via UIL). I think Texas and Mass. are the only states that use NCAA rules; all other states use NFHS rules. There are some differences ... I think blocking rules are among them. NFHS rules as adjusted by the leagues (UIL, TAPPS, etc.) I think apply for all other sports.
