How do I get an Avatar small enough

I am trying to put an Avatar on my name. I went in to Adobe CS3 and reduced the size of it to 80 pixals like it says. I saved it, 24K. I then reduced quality of it (you can barely make out the image) 14K. It has to be lower than 9K.

Any ideas?
