What are the chances of UIL establishing cooperative team sponsorship for small school districts (1A) located in the same geographical area?

Was there a reason why Higgins ISD chose to consolidated into Canadian ISD instead of Darrouzett ISD? Did county officials decide this or did the residents of the town voted in favor for this resolution? Same distances from Higgins to Darrouzett or Canadian. About 36 miles. Could of help...

Wilson Tract is located in Primera , Tx. Part of Harlingen CISD as an elementary school. What is left of the original school.
