Can a ball carrier hurdle an opponent ?

How about a ball carrier called for hurdling . Penalized 15 yards from the line of scrimmage. Stupidest call I have ever seen. Gotta love refs!

I think consistency is very important. Why a ref will go 38 minutes and never call a holding penalty and then call it with 2 minutes left in a tie game makes me insane!
