    Underdog - Is either the Meadow/Rankin or the Ropes/Naz game starting late? Petersburg plays Friday in New Home and our game starts at 6:00 due to officials. We might could slip over to either Meadow or Ropes for a later game.

    So, what scenarios might cause a school to report a "fractional" student for enrollment? I know there is a special formula for a "new" high school, but I can't figure out what might cause an existing school to report a partial student.
