The referee is right there watching this play unfold in front of him. He did call a facemask penalty but did NOT blow the whistle until the runner was on the ground. It is hard to tell in the pictures but the play continued for several seconds after his helmet was removed.

This has bothered me for quite some time. When a defensive player is rushing and hits the offensive player in the face mask (accidentally or on purpose) a flag is thrown for illegal hands to the face. Same when an offensive player does that to a defensive player rushing. I have seen it called...

So can a player be in motion at the snap? Does it matter if the player is on the line of scrimmage or not? Article 2 a. above seems to indicate that all players must come set before the snap but I have seen players go in motion and be moving at the snap.
