Every player is lined up and ready for a kickoff. Referee blows the whistle, play clock starts, and ticks off 12 seconds.The kicker then walks up to the ball picks it up,and moves it 10 yards sideways down the line? Legal or not?
 
Another Kickoff question. If the ball is kicked off and does not travel 15 yards, does not go out of bounds and is not touched by either team, is it a penalty?
 
No. If a free kick comes to rest and no player is attempting to recover it, it is dead and belongs to the receiving team at that spot. It is not a foul, the ball is just dead.
 
That is what I told the 3 official crew and the other coach at our JV game last night and they all insisted it was a 5 yard penalty.

It would not be any different if the kicking team had gone up and touched it to "down it," or had inadvertently touched it, correct?

That is correct. The officials should just drop a bean bag at the spot. Keep in mind that the ball isn't dead just because they touch it (unless the previous post comes into play regarding the ball being at rest). The will need to pick it up. In either case the ball will belong to the receiving team at the spot of the bean bag.
