How many schools have a junior varsity?
How many would play their freshmen in a game against other freshmen that they don't need or play much on the varsity level?

Many start with a JV then as grades and attrition take kiddos, many move them up to varsity. Even though playing time is important for younger players, the ultimate goal is to have plenty of bodies for the varsity to be able to finish a game.

If things work out next year, we should have 20 out and will have JV, but August is a long ways away.

Some do, some don't.
You prolly do this already
but check your JH scheduled teams
to see if they have JV.
Makes a nice double-header
if you don't start too late.
Heck,
if you just want games,
play your cross-town rival,
or the closest team you can find,
5 or 6 times.
